Although there are rampant cases of benefit fraud situations at large nowadays, the government still fails to catch the culprits responsible for taking money from the rightful owners. As a result, many welfare and social security services are beginning to collapse. The failure to obtain the amount to support the beneficiaries can lead to large amounts of debt on the part of the benefit providers. Most of these benefit providers have already closed down their business due to severe fraud cases. Even though several agencies are dedicated to detecting and catching the violators, the process by which people commit fraud is very simple. Many people deliberately acquire unauthorised claims through declaration of false details. These practices make it very difficult for the authorities to implement the proper management and distribution of benefits to the actual beneficiaries.

However, in an attempt to avoid liability, and the financial penalties that go along with it, many owners will attempt to deny liability through various methods. Often, these methods will include accusing the victim of provoking the attack, or proving that the dog has never bitten anyone else if the incident happened in a state that uses the "one bite" criteria as law.
